notification issue

i have a 3gs iphone newboot with ios 6.1.3 on basband 5.13

the notification not work on very important apps like facebook and whatsapp

about whatsapp :
when i recently open the app , the notification run very good but if i get it inactive for a while ( about 1 hours or more ) there is no any notification come to me , it's reactivated after i open it again

about facebook :
no notification at all , the number of notifications appear above the icon every time i open facebook , if i don't open it , no notification at all

i enabled the notification for both
