Iphone 4 won't connect to work wifi, but will connect to home wifi

Hi Everyone,

I recently received a used/refurbished IPhone 4 (AT&T) from a friend. It is in like-new condition and works great. It does connect to my home WIFI (which is secured by a password) and connects functions perfectly fine with that network. However when I take my phone to work it won't connect to either open networks provided... a guest network and the company WIFI. I do NOT get an error message or any message saying unable to join network. It simply shows the spinning loading icon to the left of the network name. I took my old Virgin Mobile IPhone 4 to work to test the connection with that, and it will connect to both networks and the internet is completely functional. Before I go any further I'll say that yes the phone is an AT&T but it is not activated with any service plan. This is because I plan on getting the phone unlocked in the near future to use T-Mobile, in order to save money.

I looked online for troubleshooting tips and I tried everything I could find, here's a list of things that I tried.

Turning WIFI off/on
Tried forgetting network and reselecting.
Airplane mode is OFF
Tried turning off 3G speed under settings>cellular
Tried resetting network settings and restarting phone.

After I reset the network settings and restarted the phone, I went into WIFI settings and selected the network I wanted, and it loaded for a while then the little blue check mark appeared to the left of the network name instead of the loading icon, and the WIFI signal icon on the top left part of the screen appeared. However when I went to use internet or apps that required internet, it still wouldn't connect and said data connection is not allowed. Then the WIFI icon went away and it went back to the loading thing again. How do I fix this???
