Ability to use TouchID without password protection

I like TouchID. When it works it works perfect. I love the ability to quickly open the phone. The only problem is when it doesn't work it's a huge pain in the ass to try again, fail, the. Swipe and enter password.

As it's set up now in order to use TouchID you need to have the passcode on. Why don't they give us the option to use it but also have option of no passcode swipe when it fails?
