Not particularly relevant to iPhones, more the data network.
I am a pretty heavy user of personal hotspot (see screenshots below [iOS 7 {I am a registered developer...but not actually a developer} now usefully shows per app usage] for amounts and period).
Where I live, a small village outside of Oxford, ADSL line speed maxes out at 5 mb/s. My excellent 3G signal from Three UK (unlimited data with tethering at just £12.90/month, no contract) delivers mostly faster speeds.
And I say mostly - take a look at the results below

This one started at about 20 mb/s and then slowly declined to 2.

2 minutes later, and this one started at 2 jumped to 25, back to and ended in the middle.
On both accounts the graphs for these tests look like the Himalayas, up down all throughout the download test period. This is evidenced in real world terms by having blazingly fast loading speeds on pages interspersed with hangs before a refresh kicks loading back into action.
I do have a motorway going past me nearby--perhaps the cell towers vary in speed as people drive past and connect? Or is this normal? I would love to get a steady 15-20 with 40ms latency.
Results remain consistent even with USB tethering.
Input would be appreciated.

Side note: proof that you can get excellent speeds on 3G for a low price and that LTE (in the UK) is still a bit of a waste for most.
