Need help with IMEI unlock

I have an iPhone 4 running ios 6.1.3 I need the phone unlocked to use it outside of U.S. so I found the IMEI unlock method. I searched for some popular websites and many people said they unlocked it trough unlockfusion. I looked it up and found several websites. On the first website .com they price an unlock for 10-20$ but on the second one .net its only 2$. I dont know which website should I unlock it trough since I read a bunch of reviews about unlockfusion scams. Did any of you try one of the websites? Did it work?
