Backing up photos on iCloud without Photo Streaming?

Can you back up iPhone photos on iCloud without using Photo Streaming / iPhoto?

Is it just the regular iPhone back up to iCloud in the iTunes device Summary tab? There's no special thingy for photos?

If you turn streaming on in iPhoto but leave it off on your iPhone are those photos still saved in the "background" in iCloud?
