Disable Facebook/Safari When Using Data?

How do I disable Facebook use when I'm on data (use only on WiFi)?

I am in Cellular Data (on) and under "Use Cellular Data For" I have Facebook off. However, when I click on the app, everything still loads and uses data.

Can I prevent that?

Also is there a way to prevent loading Safari/Chrome? (not accidentally tapping it)
