Help with Activation Screen

So we have an Iphone 3GS running 6.1.3, we got it IMEI Unlocked and it still won't let us get through the activation screen. I am thinking that if I find a way to restore it then it will be fine, but there is no option for me to get there.

This is the message we get when we plug it in and connect to iTunes.

We're sorry, we are unable to continue with your activation at this time.
Please try again later, or contact customer care.

Any ideas?
