iPhone 4S will not go into sleep mode

My wife's iphone will not enter sleep mode.

The usage statistics on the phone are always nearly the same, her battery life is terrible, and when you turn the phone off it will not stay turned off it will immediately turn back on.

It has been this way for at least 2 months now.

My wife claims she hasn't dropped this phone in water like she has her other ones, but this is a moot point.

What I've tried:

We took the phone in to Apple and they did a diagnostic check on the software and hardware and everything checked out fine. They removed the backplate and claimed that there was some moisture inside and the connectors looked "corroded". This was done in the back. They suspect water damage.

I removed the back plate myself and did not see any obvious signs of moisture or corrosion. I removed the battery connector, battery, and logic board connector. All looked shiny and gold, no obvious signs of damage.

I left the phone dis-assembled for a few hours in some rice to dry it out if there was any moisture hiding in the cracks.

When I re-assembled the phone it seemed to turn on/off like normal, meaning it would actually stay off. About an hour later, it was back to the same.

I've also done all of the software troubleshooting months ago when this was first discovered. Backed up, wiped the phone, set up as a new device.

The problem doesn't seem to be getting much worse, it's more of a nuisance to keep charging the phone. Sometimes the phone will randomly die like it is out of battery but when you plug it in and it turns back on it has plenty of charge (60% etc).

I can pretty much replace any part that might be damaged, any ideas how to narrow down what might be the problem? Should I just replace the battery?
